    SERVICES OFFERED

    Grant Applications

Grant applications can provide essential revenue for community based providers. However, taking time out of day to day activities to write a complex grant application is difficult. It is nearly impossible if it also involves coordinating with other staff members who must also take care of their regular responsibilities as well.

Mr. Troidl provides a customized grant application writing service which enhances your chances of funding.

    UDS/Bureau Reporting

Submitted once a year, the UDS is a headache for many health centers. If, however, you fully understand the Bureau reporting requirements, set up your data systems to routinely gather needed data, and allow yourselves adequate time to complete the report and interpret its findings, this headache is minimized. With the appropriate technical assistance, this process becomes a lot easier!

If needed by your organization, Mr. Troidl can design a streamlined data collection and report production system for your health center.

    Managed Care

The "Era of Managed Care" requires an informed cost consciousness while maintaining clinical quality. We help health centers and clinics carefully consider the managed care contract that they are being offered to see if it provides them with an appropriate arrangement. Clients ask: Should we sign this contract? Are there terms that should be changed? Will we make more or less money than before if we go with this plan? How will it affect us on a day to day basis?

Health Services Management will help you assess the external payor environment and set up the appropriate management systems for engaging in managed care relationships that provide services without undue risk for the health center.

    Provider Retention/Recruitment

Clinical and social service providers are key personnel at any health center. Creating the proper business relationship from the very beginning is instrumental in encouraging excellent quality care, better productivity, and greater retention of better providers.

Mr. Troidl can help you develop a "Recruitment and Retention Plan" that will help you meet your provider needs for the long run.

    Finance/Accounting

Financial management has become crucial if a health center is to survive the 1990's and beyond! Without a strong grasp of cash flow management, credit and collection policies, payment tracking, etc., the health center will not know if it is thriving or dying on the vine. We answer important questions: What kind of reports do I need in order to stay on top of the finances of the health center/clinic? Is it possible to forecast cashflow? Should I set up a line of credit with my bank? What kind of long range financial planning (capital budgeting) should I be doing? Should we set up a provider productivity incentive plan for our practice?

Health Services Management can help you set up the appropriate accounting and financial systems that allow you to be a faithful guardian of grant funds, monitor revenue and expenses on a timely basis, and make better financial decisions for the long run benefit of your program.

    Operational Analysis

Regardless of how long they have been in practice, almost all providers can benefit from receiving an outside, objective analysis of day to day patient care activities. This involves examining everything from patient satisfaction to provider productivity. Providers ask: How can I staff for productivity? Should we change the way we handle the phones to improve communication with our clients? How can I see more patients without working harder and yet providing good care? Are there inefficiencies in the way we work that we just don't see because we are too familiar with our practice activities?

An "Operational Review" is the tool needed by most health centers to ensure that they are working efficiently. This review examines what you are currently doing and makes specific recommendations for changes that will improve your patient flow and other measurable types of efficiency.

    Marketing

Many health centers are finding that they cannot "be all things to all people" and at the same time need to attract certain population segments both to satisfy their mission and/or to ensure adequate revenues. Marketing is essential here but it is more than just "getting out the news". Systematic market research which identifies market gaps as opportunities for your health center leads to the development of a thoughtful marketing plan for achieving your patient service goals.

Mr. Troidl can design and implement an objective patient satisfaction survey which provides you with useful information about what to keep and what to change from your patients' point of view. Regardless of whether you have tried this before (and many clinics have), the use of a well developed satisfaction instrument implemented by an objective outside party often yields a much more informative response than internal assessment tools.

    Program Evaluation

These days many funders are requiring that health center engage an objective outside evaluator for the evaluation of programs in which the funders have a "stake". Program evaluation, however, is an evolving art which draws on a range of qualitative or quantitative methods which emphasize "formative" (early stage) or "summative" evaluation (outcomes) criteria to provide feedback to program funders, program planners, and program implementers. Program evaluation often provides reassurance to funders that the health center is undertaking the activity in a serious manner and not just "goldmining" for funding.

Mr. Troidl can customize a program evaluation methodology for your specific programmatic activities that will appeal to your funders. Often, this provides the benefit of encouraging additional funding for your programs by the funders who want to "advance the state of the art" in health services and can more readily do so by funding "evaluable programs".

    Strategic Planning

Most organizations make the mistake of thinking that in times of change it is useless to plan. That is exactly when strategic planning is most useful! We will help you and your partners work through an intelligent strategic plan that builds on your strengths and allows you to derive greater professional satisfaction by focusing on those things that you do well both individually and as a group. Rather than "winging it", we help you plot your professional course in a systematic, business-like way. Providers ask: How can we steer our own course rather than be blown around by whatever changes come through? Can strategic planning help us work better together as a group and as a team? Will strategic planning enable us to do better in the managed care environment?

Mr. Troidl can work with you to develop a customized strategic plan for your organization that includes inputs for all the key stakeholders.

    Board Training

The Governance function is extremely important for community based primary care providers. With a smoothly operating Board of Directors, long term decision making, community relations, management guidance and the other functions of the board make a significant contribution to the health center. However, a poorly operating Board of Directors can be a nightmare for the Executive Director, the Medical Director and Board Members themselves! Board training on a variety of topics is offered to provide needed Board skills to governance activities.

Mr. Troidl provides Board training to health center and clinic boards on a number of topics including: strategic planning, financial analysis and decision making, evaluating the Executive Director, creating a smoothly functioning Board, etc.

    BENEFITS TO CLIENTS

    Increased profitability

By utilizing proper financial controls and a well thought out marketing plan, health centers can increase their profitability and potentially build a reserve.

Better relations with the Bureau and other funders

With over 20 years experience working with the Bureau, Mr. Troidl has extensive knowledge of current priorities of the Public Health Service and how these priorities can be incorporated into communication between the health center and the Bureau to build and maintain better relations.

    Higher patient satisfaction

Many of the varied consulting services listed above contribute to a higher patient satisfaction whether it is based on an operational review that streamlines the patient visit or a patient satisfaction survey that addresses specific patient needs. This is now and will be an increasingly important area as a growing consumer movement in healthcare continues.

    Improved provider recruitment and retention

Reducing the "hassle" part of the relationship with providers yields significant employee morale benefits that reverberate throughout the organization!

    Enhanced long term program success

Make no mistake about it. . . . . . . health center success in the coming decade will depend on how well you operate as a business in support of your key clinical and public health roles. Sophisticated and practical management assistance can help make the future a successful one for you!
